Our Mission

In order to accelerate progress toward sustainable oil palm plantations, Seruyan Regency has been implementing a jurisdictional approach since 2015. Jurisdiction refers to the administrative region of the local government led by authorities who can issue regulations applicable to everyone residing or operating within it.

The jurisdictional approach to palm oil certification ensures that all producers within a regency adhere to sustainability principles and criteria. To achieve the goals of the jurisdictional approach, the local government, together with all stakeholders, agrees to formulate and approve sustainability achievement targets. Subsequently, the local government will enact regulations to ensure all producers engage in sustainable oil palm production. The performance in achieving sustainability targets is then monitored through a jointly established target achievement monitoring system.

Through this approach, challenges frequently faced by producers in obtaining sustainable certification are collectively addressed under the leadership of the local government. With the jurisdictional approach, various initiatives related to sustainable palm oil can be aligned and achieved more swiftly.

About Jurisdiction Certification

Jurisdictional certification for palm oil commodities is a certification activity that adheres to the application of sustainability principles and criteria at the jurisdictional level. By certifying a jurisdiction, all actors in the palm oil supply chain – including independent farmers, medium-scale plantations to the industry, mills, traders, and middlemen – must meet sustainability principles and criteria. Jurisdictional certification involves several elements, including:

  1. Through a multi-stakeholder process, sustainability and how to achieve it within a specified and mutually agreed-upon jurisdiction;
  2. The process is directly led by the local government, which then issues necessary regulations to ensure all palm oil producers in a jurisdiction comply with sustainability principles and criteria;
  3. An institution and entity responsible for implementing the action plan bring all stakeholders together to achieve agreed-upon targets and milestones;
  4. A monitoring system to measure progress in achieving milestones and targets and ensure compliance with sustainability principles; and
  5. Incentives for producers and the government to transition towards sustainability.

The jurisdictional approach is crucially implemented in Seruyan to facilitate the acceleration of sustainable palm oil certification for smallholder farmers in all villages. The establishment of the Jurisdiction entity is a crucial milestone in laying the foundation for better and sustainable governance of oil palm plantations. With this entity, we have successfully built mechanisms that enable continuous monitoring and assessment of practices within Seruyan Regency. The Jurisdiction entity serves as a platform for coordination, reporting, and evaluation of various aspects of oil palm plantation management. It involves stakeholders actively, ensuring that every step taken aligns with established regulations. This encompasses not only environmental aspects but also social and economic aspects, ensuring that sustainability is the primary focus in every decision made. We believe that with the formation of the Jurisdiction entity, Jurisdiction Certification for the governance of oil palm plantations in Seruyan Regency will be more effective in creating positive change. This is a crucial step towards more responsible practices, and we are very excited to see the long-term positive impact on the environment, local communities, and the entire palm oil industry.

“According to Presidential Regulation Number 44 of 2020 concerning the Sustainable Certification System for Indonesian Oil Palm Plantations and Presidential Instruction Number 6 of 2019 regarding the National Action Plan for Sustainable Oil Palm Plantations (RAN-KSB), which mandates regencies to develop Regional Action Plans for Sustainable Oil Palm Plantations (RAD KSB) and establish the RAD-KSB Implementation Team in the form of a multi-stakeholder forum at the regency level. The local government of Seruyan Regency is committed to the Jurisdiction Certification program with the support of Kaleka.

A series of legal products that have been issued indicate that Jurisdiction Certification has been effective in implementing work programs in the environmental, social, and community empowerment sectors. The local government has greatly benefited from the implementation of this program in the community and work areas, especially as it becomes a sustainable pilot project for other regencies.

In my opinion, the Jurisdiction Certification Working Group has worked maximally in building communication in every activity, both within and outside the regency. It is hoped that Jurisdiction Certification can continue to synergize with the programs of the Seruyan Regency government.
